The article seems to say it's only that one city that has those rules. Where I live, plenty of high schoolers go trick-or-treating.

12 seems like a reasonable cutoff to me. We get a few teenaged trick-or-treaters every Halloween. I give them each one piece of candy. I'd like to tell them they're too old and I'm giving them nothing, but if I did that, I'd have to stand around outside all night to make sure none of those delinquents come back and egg my house.

One tiny rural city in the middle of nowhere "cracking down" does not a vast country wide conspiracy to defraud teenagers of free candy make. nocoolnamejim

Let me look up Bellville.I see a lot of teens go trick or treating every year, not really for the candy, but for the fun and socializing, this is pretty stupid, and 12 year olds aren't really the kid-scaring, candy-stealing crowd, it's mostly the 16-18 year old crowd. I wouldn't mind them doing this to the groups of 16-18 year olds that travel around in huge groups and steal kids' candy, though.
Im 14, im going trick or treating this year and a bunch of my older friends have gone their when they are 15 and 16.

I think it's a sign that your costume isn't good enough if they can tell that you're just over 12.
Your costume skills should increase with age :x
