Oddly enough I just discussed this a little bit earlier when visiting a friend.
She suggested that it has to do with the dominancy of that species.
We as humans are at the top of the food chain and we develope slower than any other animal out there.
Yet look at something like a gazelle. Those things get hunted down by predators all the time so to make up for it their offspring are able to walk almost immediately.
Tis the balance of nature.
Except up until we mastered basic weapons and shelter, we weren't the top of the food chain at all. And this was arguably just a few thousand years ago, a little too soon for a massive change in our evolution. And there are plenty of weaker species whose offspring take a while to start walking/whatever from infancy. It's actually a good thing humans take a long time to develop compared to other animals. It takes longer for our brains to advance but when we reach adulthood we pwn other animals with guns.
Kittens and puppies are pretty helpess, especially since their eyes aren't even open until a few weeks after their birth.
They just depend on their parents a lot more than some species... babies actually have some neat defense mechanisms.. I think looking "cute" is to ward off violent behaviors.. also, i was watching "I shouldnt be alive" and apparently babies enter this hibernation mode when in extreme temperatures that help them survive better than adults
