If it is not sexual and/or physical abuse/harassment, such as psychological, mental and/or emotional abuse/harassment, don't expect your school or job to do anything about it. I personally think that is messed up.

Because it costs them massive amounts of money to deal with abuse so it's cheaper for them simply to ignore them and that's what they do, whatever costs the least.

It all depends on the level of harassment that is worth investigating. An employer isnt going to deal with little issues, like someone saying something you didn't agree with or tell you're wrong. Everyone comes from different backgrounds so someone saying something you dont agree with is going to happen, the best way is to suck it up.

It's difficult to prove and employees usually aren't trained to handle that sort of thing.

No one is going to come to you if you don't tell anyone about your problem.

the above are all good answers. another one is that sometimes things are just that broken within the establishment themselves. back in elementary school i had my teachers daughter for a classmate. this girl was emotionally unstable. and she hard cart blance to do as she pleased. she would leave school for hours on end with no excuses required. she would carry weapons and even tried to attack me twice with a switchblade. simply because she was untouchable and she knew it. i tried going to her mother and then above to the principal and neither would do anything about her beyond having her hand out VERBAL APOLOGIES.

one time she decided to abuse her powers as such to bully me. she had two total strangers (im going to assume they were firends of hers) come onto school property during recess and try to break my leg because i was trying to be friendly to one of her other female friends. thats right they BROKE MY LEG. and after i was taken out of the hospital she then decided to not go out for recess and instead take the time to verbally abuse me while we were both stuck in a classroom

my elementary school was horribly corrupt. i wrote a letter to the school board about them and the things i had endured after my final year there and i havent heard of any action taken on them since beyond the principal getting fired and a few other administrative heads rolling. and if i ever have kids i am NEVER EVER letting them onto that schools grounds ever. even if its after school hours and they just want to play in the playground.

Because they don't want to get involved and ignoring it is much easier.
