I wonder why Japanese fiction always has a Tokyo-2 or -3+. Can't just call it something else, like add New to it? Or just relocate (the government) to another large city if it exists?

How do you back-up a city? I mean, this would just be yet another city, and they've already got plenty of other sprawling metropolises that would be better suited to taking over in the anime-esque event that Tokyo somehow gets destroyed (Osaka, Yokohama, Kyoto, Hiroshima, etc). And this "back-up city" is a pretty crappy backup considering it can only house 50,000 people whereas Tokyo is home to 8+ million people. And what is it about Japan and wanting to build more Tokyos? I swear half of their anime/manga has a Neo-Tokyo in it. Hell, even the rest of the world seems to expect Tokyo to be destroyed judging by the fact that virtually every piece of cyberpunk fiction seems to take place in Neo-Tokyo.

They should just build a backup Japan instead. Terrible monster/Robot problems going on over there.

yeah they might as well stop all the funding for storms and all that...what they really need is an effective robot defense system

I'm not saying the risk isn't there, I'm just saying why bother building an entire city (something that normally only happens because an area gets popular for commerce) when it's obvious that one of the other cities would take its place? I mean, a city that can only accomodate a max of 200,000 people is not going to be a back-up by any stretch of the imagination for a city that has a population of 34 million.

A handful of countries (such as Brazil, Myanmar, and Nigeria) have their capitals located in planned cities. Not exactly sprawling metropolises or anything, but perhaps more administratively convenient and "safer". This plan seems more akin to that as I understand it.

Maybe every city should have a back-up city, with back up people in them. It'd be just like that movie The Island, except it wouldn't suck.

Then again, you'd think if Tokyo was to be instantly wiped out (like, say, WMD'd), I'm not saying the risk isn't there, I'm just saying why bother building an entire city (something that normally only happens because an area gets popular for commerce) when it's obvious that one of the other cities would take its place? Then again, you'd think of Tokyo was to be totally wiped-out (like, say, WMD'd), most of those 34 million people would also be missing, so you don't have to relocate them.
