windows error message

When I restart my Windows XP Pro, this error message shows up.  What is it and is it anything I should be concerned with? 

16 bit Windows Substsyem

C:WINDOWSSTSTEM32AUTOEXEC.NT.

The system file is not suitable for running MS-DOS and Microsoft applications.

Choose 'Close' to terminate the application.

one of your startup programs doesn't work correctly. Go to run -> type in msconfig -> and turn off whatever the program is from the startup tab.
