look at all the violence in society. The vast majority is perpetuated by men. Women are not interested in wars
Using your logic shouldn't you be able to figure out that that is because men have historically been the ones in control over nations. Realistically if every government was run by a woman they would be the strong, determined, but possibly ruthless type. There is still a chance of conflict between two countries even with a woman in charge.
