Say you were born or maybe had a freak accident, which situation you rather live with..

having no arms, one side gone from the elbow and the other side from the shoulder..

or..

having no legs, one side gone from the knee and the other side from the hip?

Definitely legs...you don't hear about many people living normal lives without arms..and legs you could just get those prosthetic legs that allow you to even run..so..

Legs. The world is definitely more wheelchair friendly than, err, no arms friendly.

Legs, no contest. With my arms I can still get around relatively easily and have the advantage of hands, which will allow me to continue to interact with the world in relatively the same manner... I will just be sitting and rolling instead of standing and walking.

I'd rather have no legs because I wouldn't need them in order to do the two most important things. It's an easy choice, really. So long as I had hands I could still play video games and pleasure myself.
