Leg. If you lose your leg you can still get around and do the same thing you could do when you eventually get there.

Without an arm you can just walk around like normal but be miserable

A leg. A prosthetic leg and therapy are what you need to return largely to normal after losing a leg. I'm not undermining the injury, but living and recovering from losing an arm is more difficult.

Also, you can never regain the finger movement unless you signed up for testing for cybernetics, but no cybernetic arm moves as fast or as well as a regular arm and they're expensive, and there's a ton of complications.

My leg. I could figure out how to play piano with one leg (even if I lost the right one. An arm? Yeah... not so much. Some composers wrote some good music for one-armed pianists, but suffice it to say the repertoire isn't nearly so expansive as it is for two-armed musicians, and I can play the one arm stuff without losing one of my arms.

That said, I would really, really hate to lose a leg; just not quite as much as losing an arm. But I can't really think of a situation where I would be asked to choose to lose either a leg or an arm.

They are. My uncle (motorbike accident) has a sports wheel chair, can go almost as fast as me on a bike.

I wouldn't want to lose any. I like my limbs. :| But if I had to choose...arm. Then I could get a steam powered robot arm.
