Could you agree with this statement?

I don't know if it's a true statement or not, but until it shows us "how" our mind creates our world and "how" we can manipulate the mind to change our world, the statement is useless.
No. If that were true, things would be a lot wackier. And everyone would have jetpacks.
But since I don't have a jetpack, we're still stuck on boring every day Earth, shared by billions and governed by a very real set of physics.
My mind can form perceptions of people in this world, but that wouldn't really be creating my world. My mind would just be flat out wrong in some cases.

If you're talking about the world we live in, as in the universe, then it's wrong. God created it. Not our mind, silly :P
If you're talking about something related to our subconscious mind, then I'd say it's true. It's all on your mindset. If you think positive then positive things'll happen. If you think negatively, negative things'll happen.
I think what OP is trying to get at (and correct me if i'm wrong) is that we all perceive ourselves and people in our lives in the way we (subconsciously or not) choose, and at times can formulate scenarios which may not be completely true to frame things in our own favor. if so, i completely agree, your life is only as good as you make and perceive it,
I wake up every day and decide to be awesome, its kinda my thing (It's funny but watching "How I met Your Mother" literally changed my life, Barney Stinson (Neil Patrick Harris) had this awesome life philosophy and I just couldn't see a reason why not live life that way, everything is awesome if you make it so, and its not like I have some unrealistic life image, I just decide not to let the troubles and problems of the world ruin my day like so many people do.)
My world is a strange one, where reality only exists because it is possible, the perception of time is an illusion, mass could mean the difference between finite and infinate and everyone and everything is one and the same. My mind did not create this, nor did any mere deity. However my mind does allow me to comprehend existance, albeit, to a lesser degree.
I don't think my mind createsmy world, but I do think that our minds can influence our world, or at the very least, influence our perception.
To a certain extent it does, however there are some "facts" that remain irrelevant to the perception of the world created by your mind.
For example, the majority of people do not go around eating worms, not because of any hard evidence of a problem with eating them, but because we perceive them as "gross" and that they "taste disgusting". Whether or not we eat worms is because of how our mind perceives them. There is nothing wrong with worms, they are sources of nourishment and it won't kill us if we had to eat it. However, we do not drink, say, acid because of physical harm that it will cause it. Whether or not our mind perceives it as a good thing to drink acid, there is the real, objective fact that drinking acid will kill you.
I'd agree to some extent, although that doesn't mean the conventional world doesn't exist. I'm more of a Madhyamika than a Cittamatrin. Also, your simplified idea doesn't take into account our predispositions, and how given your concept, we should be able to create around us whatever we want.
