1997-1999 RTS game with Mutant Flame Thrower and Tank?

Anyone have any guesses in this RTS game I'm trying to find? Mutant Flame Thrower and Flame Tank.

Should be in year range, graphics are clear and better than others in its age.

Hmm..with better graphics. I've tried all C&C games, and all other big ones. Just some help in minor games, minor companies...

That really sounds like Command and Conquer. One of them.

sounds like Tiberian Sun. It had mutants and flame tanks, but I don't remember any mutant flame tanks.
