Do you think my PC will have any problems with this video card in it? Or will I be fine? I am expecting for my the GPU to make a lot of noise due to my miny PCU but is that all thats going to happen or will I have problems in the future?

Yes, an upgrade would be required. Anything in the 500 watt range would do you fine.

it wont make much noise over a psu a 4670 purrs like a kitten.

yeah I know its an HP but I could never convince my parents i could build my own >_>

get a 500watt PSU and you`ll be fine. and the 4670 isn`t loud.

no ,the HD 4650 needs a 400 watt to run.

an insufficient PSU can cause crashes and a lot of other problems ,so just get a new PSU to be safe.

If that 300W Psu is good, you can run that GPU fine. Sometimes the wattage is not the most important. You need to look the amperage of 12v rail. It seems that Hd 3650 is a low power consuming card. Needs only 25W on idle and 40W on load. Get the card, then save some money for a better PSU. Remember that this 300W psu wont last long, so get the new psu as fast as possible :)
