The X1650XT is a great little performer. It's pretty much equal to the 7600GT so you can't go wrong with either. (I would go with the cheapest option.)
If you compare teh specs side by side, you can see the X1650XT has more pixel shaders I think. Google it to see what advantages that would have.
...with (from what I remember) the X1650XT needed 30A on the 12V combined. (Says so on the box). They're covering themselves. It better than putting a lower amperage and then customers getting power problems.
