Concerning power supplies, I was wondering what this meant. For example, what is the difference between 80 PLUS, 80 PLUS BRONZE, 80 PLUS SILVER, and so on?

The efficiency rating. Kind of like Energy Star rating on appliances. How much money it translates into you saving over time on your bill I have no idea.

Okay, but what exactly is the efficiency rating? Basically, I just want to know what the difference is between the different levels of 80 PLUS.

That I do not know, obviously gold is better than silver. Most sites will tell you the efficiency on the page to see the psu, a gold is around 98% and bronze is lower around mid 80's from what I've seen.
