Storywise im inclined to say Planescape Torment, interesting setting and characters, lots of choice and consequence (fair bit of replay value just trying different character developments and choices) just interesting finding out about past lifes of your main character and..well i dont want to spoil italthough i will say, I hope you enjoy reading because theres obviously been alot of attention put to the text in terms of both dialog and descriptions.
Action, id say Fallout, the turn based combat is superb, unfortunately the combat in planescape is rather bad (its weakest part) , in arcanum is real time but everything happens at a ridiculous pace but you can switch to turn based anytime by pressing space bar, but neither method was truly great and theres ALOT of combat in Arcanum.
Setting, Id say , Arcanum, a huge world, lots to do, lots of background lore, so many choices to make and the idea of a industrial revolution in a magical world was quite frankly..awesome! and the cities in Arcanum are huge and actually feel like cities.
music wise, there all really good in their own right, mark morgan does the music for both Planescape and Fallout , fallouts is much darker and moodier defintely fitting the atmosphere, arcanums sound track is good too, with beautiful violin music but can seem samey.
It would be difficult to recommend someone getting one over the other though.
story - Torment; characters (PC and NPC) by themselves.
role-playing character development: Fallouts.
Arcanum is a great game, but not as good as Tormenet and Fallouts.
none of these games has anything to do with hack n' slash.

this guy seems to know what he's talking about; listen to him, op.
Baldurs Gate >> both....but between those two I'll take Planescape Torment, it had a very creative story. Also, the gameplay system for Fallout was severely lacking for me.
however i heard arcanum got a nice story becasue in the ending you find what really is going on!thenewau25
I do think Arcanum has a better story than fallouts; but not because of its ending, and overall as a game, it's not as good as Fallouts.
I've mentioned this in the past: when we say any game is not as good as Torment and Fallouts, we don't mean to say it's a bad game: worse than the best doesn't make a game "bad." Arcanum, to me, is one of those "great CRPGs yet not as good as the best."
