Well

i live in between my grandma's house and my dad's house and my gaming rig and everything is at my dads. So i have nothing to do during the week. I'm looking to build a budget rig that isn't too loud. I will be playing WoW, L4D, and games like that. I don't want to spend too much money though. I really need a suggestion for a case mainly. But a list would be appreciated :).

You could get a computer with a amd 64 x2, a 9500gt / 4670 and 3-4 gigs ram for 300 bucks maybe, and that would play left4dead and wow on high.

Ante Solo Quiet is a good case for keeping noise down.

An antec P182 is a very quiet case if you don't use the optional front fan but it is pricey.

I have one of these http://www.silverstonetek.com/products/p_contents.php?pno=sg02 3 case fan points with low noise fans will vent the heat and there is enough room for a full size power supply with 12cm fan. CPU cooler is http://zalman.com/ENG/product/Product_Read.asp?idx=168 and there's plenty of room for it. I also have a 4870 with a quiet cooler in there too. All in all it's a great case.

Just remember that a larger, slower fan can move the same amount of air as a smaller, faster fan and make much less noise doing it. I can't hear any of my Antec 900's fans. The small northbridge fan on my EVGA motherboard drowns them all out. Also, there are fanless, passively cooled video cards that might be sufficiently powerful and priced for your needs.

Well, I choose the NZXT Guardian 921 when I built my system because I wanted a cool but quiet system and that's the reason why I didn't get other case like the Tempest or similar cases, and it's quiet indeed.
