If you count the Orange Box as one game it is hands down the best shooter for multi and singleplayer.

However if that's not allowed then I would go with CoD4. Short but very fun singleplayer and a dangeroulsy addictive multiplayer experience.

Best of online shooters today are games deployed to excell in multiplayer modes, like BF2/2142, Quake Wars, Team Fortress, COD 4... And not in sp campaigns. There's also some sp shooters with very good campaign but not much popular mp (F.E.A.R., Crysis, HL-2).

COD 4 is maybe the shooter with better balance between mp and sp, even if it si a very popular shooter focused in mp with a very limited campaign.

I'm not so sure about good multiplayer either. Arma2, no matter how ambitious, is a buggy mess with terrible performance.
