Accidentally deleted permission file?

Hey guys so i really need help with this, i was clearing my C: Drive where my operating system is located yesterday, simply using CCleaner and just deleting some folders. and i've basically been experiencing this hellish problem where i've lost my permission now i can't delete files or install them. I tried launching steam and this message displays. (ERROR) Steam.Exe (Main Exception): Unable to write to the current steam application folder. Please move steam to a folder where you have write privileges). I tried uninstalling but it won't delete the whole folder and when i try to it shows(You require Permission from SYSTEM to do this) or (You require permission from Administrators to do this) Despite the fact i am one. I asked my friend who is a computer expert but he can't find the problem he just said i accidentally deleted a permission file and he doesn't know what to do. Backing up my registry didn't work either.:cry: Any help would be greatly appreciated. It's driving me mad.:cry:

Wipe your harddrive

reinistall windows

never do this again

Try doing sfc /scannow in the command window, if you can't do it, do it via the windows disk with advance repair.
