Am I missing something about this dell monitor?

OK well time for to finally upgrade from crt yah! I was looking at dell.com and they had a 19 inch widescreen for $109http://accessories.us.dell.com/sna/products/Displays/productdetail.aspx?c=us&l=en&s=dhs&cs=19&sku=320-7459

Then my friend offered to sell me his 17 inch standard dell monitorfor $90 which is like in perfect condition. I went and looked up the specs. http://accessories.us.dell.com/sna/products/Displays/productdetail.aspx?c=us&l=en&s=dhs&cs=19&sku=1708SB3

Now, am I missing something because I'm very confused to as why a 17 inch is $190 while a 19 inch is $109. It seems the 19 inch has a better contrast ratio etc.. Should I buy from the friend or buy from dell the 19 inch. P:S: I kinda want the montor to stay as small as possible to keep my graphics card running sims 3 at max, basically I'm concerned about picture quality not at all of the size of the monitor. Thanks! :)

My computer specs:

CPU-AMD Athlon x2 4200+ @ 2.20 ghz

GPU- Evga 8600 gt

Ram- 3g of ddr2 ram

Windows vista home premium 32 bit

There is only one monitor manufacturer worth touching. Samsung. Also don't bother with anything less than a 22" widescreen, and even that is a tad too small.

samsung is no better than lg and dell also make great monitors.

The UltraSharp is Dell's old 2005ish monitors. I had one and it was great...until it started blacking out for some reason, never could figure it out. I just guessed some bad soldering or the display chip inside died. The other one is newer and probably will look better. The Ultrasharp was a kickass series back then, really great picture, but the one you are looking at is a newer model and widescreen, and widescreen = good.

EDIT: The prices, I have no clue why, but just go with the 19in widescreen one. I think the difference in the prices is cause of the 3yr warrenty on the 17in. while the 19in isn't including one in the price.
