"While doing a Windows 8 review comparing NVidias GeForce GTX 660 Ti to AMDs Radeon HD 7950, TechReport reviewers were puzzled to find that although both cards had comparable FPS (Frames per Second), the Radeon HD 7950 felt much jerkier than the GTX 660.

After closer inspection, TechReport experts found that this jitteriness is due to the Radoen HDs uneven frame latency. Simply put, frame latency is the time it takes the graphics to produce a single frame. Ideally, frame latency should be nearly constant for the same frame rate. But this doesnt seem to be the case with AMDs graphics cards.

After investigating the performance of the Radeon HD 7950 more closely, TechReports discovered that the card outputs a high-latency frame every few low-latency ones. In effect, giving the visual equivalent of stuttering or jitteriness while maintaining a high average frames per second.

Even when looking at minimum FPS, such frame latency spikes are not visible because they are smoothed by being averaged over a second. Nonetheless, the jitteriness effect they produce can be felt by most people.

When contacted for clarification, an AMD representative said that the report has raised some alarms at the company and that they hope to have some answers before the holiday.

Maybe it is about time minimum, maximum and average frame latencies should be part of all new graphics cards benchmarks."

Hopefully AMD can address the issue.

Those catalyst drivers got performance increases at the expense of something else it seems...

Yet some have felt this affect from the release of the 7000 series, I highly doubt its because of the 12.11 drivers

This issue has not always been there. If we look at techreports own review of the 7970GE from June 22nd, there's no latencies to speak of. Actually the worst card in terms of latency in this review is the the 570. http://techreport.com/review/23150/amd-radeon-hd-7970-ghz-edition/4 Here's a more recent review, August 13th, they test the 660ti. Again no latencies to speak of. Again the worst card in terms of latency is a Nvidia, but would you really notice that? I highly doubt that. http://techreport.com/review/23419/nvidia-geforce-gtx-660-ti-graphics-card-reviewed/4 So clearly this is a very recent issue, could be the driver, bad driver install etc.

There is no conspiracy, it just depends on the game, like batman being notorious for having problems in general and highly favorable to nvidia. Dirt showdown shows the exact opposite with nvidia cards having the latency problems, and max payne 3 has both brands trading blows.

3 whole seconds? Nearly a second for HD 7970? Seems like a bad problem indeed. I hope the 7870 I ordered doesn't have this problem.

Just get it over with and move these over to system wars already.

Sick of seeing the same 3-4 people making these threads and arguing with each other.

Both are TWIMTBP titles and appear less on Max Payne 3 and Dirt Showdown which are also DX11.

Its on windows 8 where the effect is most noticeable. I would just save up just a little more and get a GTX 670 and get the better deal then a 7950 or 660.

Depends on the Windows version and drivers. TC's techreport article was using version 12.11 beta XX driver. Officially, the latest end-user AMD Radeon HD driver is at version 12.10 e.g. http://support.amd.com/us/gpudownload/windows/Pages/radeonaiw_vista64.aspx

I plan to do my own test with Fraps(2) + FRAFS Bench Viewer(1) + Windows 8 + Radeon HD 7950 (@900Mhz AIB Firmware no Turbo) + Driver 12.10.

1. http://sourceforge.net/projects/frafsbenchview/

2. http://www.fraps.com/

PS; I have reverted back to the official version 12.10 drivers on my desktop PC with 7970 while my Silverstone Mini-ITX PC reminds as my test box.

From http://www.overclock.net/t/1337206/the-tech-report-does-the-radeon-hd-7950-stumble-in-windows-8/360#post_18855498

I've been saying this for a while, but people seemed to ignore my logic behind that. Also, I have done some tests with the new 310.70 nvidia drivers, and they experience the same frame spiking evident in the Cat 12.11 betas

TC's Techreport NVIDIA driver is at 310.54 beta.

Seems like the games who court or partner up with a certain GPU maker run better on that choice. It almost seems like AMD & Nvidia are becoming a lot like the whole ps3 vs 360. Games developed primarily with AMD GPU architecture in mind vs games developed primarily with Nvidia GPUs design. They perform lesser on the ported, or non-partnered competitor. Same with the 360 and ps3. Soon we're gonna have exclusive games for just Nvidia or AMD.
