The one game that made me feel truly evil wasn't on the PC but I figure it's worth mentioning anyway. In Kagero you're this brainwashed/possessed girl who brutally kills anyone that enters her castle, even old ladies who try to run away :D
In my opinion, stay away from Overlord, it's not as fun as it seems when you're an evil lord. It's fun in the sense that it has the Pikmen concept but honestly I felt it failed on making the player feel really evil. I felt more evil in Fable than I did in Overlord.
