Hmm well there are a few nice "home" mods. Then you have Elsweyr (adds new areas, quests and so on) Pirates of the pacific (i think that was the name) it add some new area / quest and so on) but the voice acting is abit meh. Beside that all i can suggest is that you look around. There are lots of mods and not all mods are rated high / have a lot of views/downloads.
For me It's Skyrim HD Textures Pack, Jaysus's Weapons , Amidianborn Book Of Silence, Dimonized UNP Female body and Male body with Import from Roberts new vegas male by Sundracon. Beyond that get what you want just keep in mind that some mods might conflict and will put a toll on your memory.

You can but not all mods are available on steam, certainly not any that require the scrip extender. I would suggest getting your mods from Skyrim Nexus and using there mod manager, it makes the whole process very simple.

SkyUI is mandatory and fasterhorses actually make you want to buy a horse as soon as possible. Both mods have a huge impact on the game.

Thats what I was going to say. SkyUI is an absolute must have for anyone playing Skyrim on the PC. Also some other must haves in my opinion are: Skyrim HD 2k Textures, A Quality World Map with Roads, Categorized Favourites Menu**, Unofficial Skyrim Patch. Some other graphicsl mods I use and really enjoy are: Realistic Lighting with Customization, Enhanced Lights and FX - Enhanced Lights and FX, Lush Grass, Enhanced Night Skyrim, Static Mesh Improvement Mod, Towns and Villages Enhanced.

Don't forget to download BOSS as well. It's not a mod, but determines the load order of your mods. In case you have any dirty mods (BOSS will tell), you can use TESVedit to clean them up.
Sometimes mods just won't work together and 'cause bugs or crashes. Usually you can find the compatibilty in the mods-description. It takes a while to find out what's the best combination for you. Right now I'm running aprox. 75 MODS + a lot of alternative textures, but it took me a while before I got that seamlessly working without crashes.

both yes, though i would side with the nexus, it's far easier to mantain them from there. Steam doesnt take load order into account and doesnt have an option to tweak mods
Make sure to download SkyUI as the vanilla PC interface is garbage (understatement) unless you plan to play with a controller.

Even with a controler, these menus are relentless. I can't imagine the fun of having to take multiple potions during battle :o I feel pitty for all console users.
