If you don't mind an MMO, there's Pirates of the Burning Sea.

I played the trial, it was alright I just really don't feel like leveling a character.
You say you want an rpg, but then you don't want to level your character? The two usually go hand in hand
MMO's are mostly grinding/questing to get levels and advance closer to end game. normal Rpg's do involve leveling, however they have a storyline, in fallout you dont find yourself grinding for levels, it just happens.

Thank you. Also, how is Sid Meier's Pirates? It's the best pirate themed game I've played, even though it is several years old. It's rpg elements are very loose, so it's more of a pirate sim, but still good.
It was an absolute disaster when it was first released, but the devs did a good job of patching it to a playable state and the modding community did the rest. Not a great game, but a good game. Ship combat is great. Land combat is alright but suffers from a poor control scheme. Character development is interesting, but I wish there'd been more options than just working as an all-out pirate, trader, or a privateer. I had wanted to join the Royal Navy but it's not really an option.
