You will only see regional versions of games where they need to include other languages, ie, European versions may differ to US versions due to the inclusion of support for French, German etc.
yep there's definetly no region locks on PC's...some of my games are European version or US version, there's no problems at all. the only different might be if you wanna patching your games besides it's language support of course
