Bit of an odd question but the answer is yes you are allowed to mod Minecraft. They even have modding discussion forums on Minecrafts official forum. Infact Notch and Jeb are talking about implementing a modding API that makes modding even easier than it is now.

Of course. Although, if you mainly play multiplayer, like I do, check with the admins as to what you aren't allowed to use. For example, the server I play on used to not allow flymod.
