You can download a program like Rivatuner and do it from there.

Edit: never mind the fan hack.

Autofans config for Rivatuner.... is probably the best option. In the fan section for the auto chart, you'll notice that rivatuner won't let you edit them.... it will give a message about them being locked to keep newbies from frying their cards or something... you'll need to go to the power settings in the Rivatuner Tabs.... search until you find something about Fan configuration (can't remember what it's called off the top of my head. It's kinda in the middle...after the dedictated Nvidia and ATI settings) Fan Speed Contoller or something it's called.... When you open that tree branch up.... there is a toggle to put a flash bulb in front of settings... man...actually I can't remember any of the settings and I don't have rivatuner installed on the computer I'm on right now to walk you thru.... But anyway... there is a stetting in the power user section that you must put the number 3 into.... (the flashbulb toggle has something to do with it...I think.) and then after doing that you can edit the auto fan chart.... and set eveything to your liking.... Alternatively you can click on the green arrow on the top of the listing and change it to Hex code... and then when you doublclick the option it'll open a second window, that has something about read and write... check both options and it amounts to the same thing as entering 3.... (ahh you'll figure it out eventually.....) Then after doing that go back to the fan settings and enter your RPM to Temperture settings of choice. From there you click the button that says something about always start up windows with these settings. And it'll then be text about Auto...something or other being set for autostart. This will not really work though... but it will keep you setting saved.... if you don't check that startup box, then you lose your manual settings and it'll default back to the driver defaults. .... my guess is that CCC loads after rivatuner; thus changes it to fixed from auto. Anyway all you have to do is open up Rivatuner everytime you reboot or start the PC, and click the Auto RPM button from Fixed RPMs and you're good to go.... Now your video fans will power up and power down on their own.... but with setting of your choice not the default settings of the drivers.... which are set for silent running and not really for cooling.... Default settings tend to be set to keep the card at 90C.... instead of something like 55C.... Rivatuner also works with duel cards.... the trick is to activate mirror: which is a true/false setting or 0/1 setting in powerusers; which is about 2 or 3 rolls below the autofan unlock setting.... Also you alternate bettween cards via the pulldown of the main tab in rivatuner.... Usually disaplay 1 is the first card display 2 is the second, display 3 is the first card again and display 4 is the second again.... But with the mirror option set to 1 or true, all settings are mirrored from one to all.... Great for those running Crossfire....
