You can run everything on high at 720p with a good processor. It's the same card I have. who cares about 720p? That's a horrible resolution; especially if you got MS Office programs.
He's playing on a LAPTOP. I play on a desktop at 1600 x 900 max out every game with no AA. And since that is my monitor's highest resolution I see no jaggies and get great performance. Playing at 720p on a laptop won't look bad at all, and his games will run very, very smooth.

And newer lappies have higher resolutions but they don't have a 4650 in them so I'm sure he is going 720p or 1400x900. I don't see your point in your arguement though, still.

This isn't entirely true at all. It's a case by case basis.
ATi's mobile GPUs are directly based on their desktop counterparts, being repackaged for lower power consumption and heat management needed for proper mobile specification. The equivalent Radeon tends to be about ~20% slower than it's desktop counterpart in realtime due to lower clock speeds. It's Nvidia's practice of repackaging GPUs for "new" products that's ultimately confusing for customers. The GTX280M's basic design and configuration originated with the granddaddy of Nvidia's current crop of unified shader GPUs: the 8800GTX, which went on to be reintroduced as the 9800GTX and GTS 250 desktop graphics cards. The most whored out GPU though is probably the desktop 8600 GPU design. It went on to be the basis for the 8600M GT, 8700M GT, desktop 9500, 9500M GS, 9600M GS, 9600M GT and 9650M GT mobile graphics. Their performance is varies greatly due to different types of VRAM used in various makes of laptops. The type of memory automatically limits the memory clock speeds and the difference in performance between a DDR2 VRAM and a GDDR3 equiped 9600M GT for example can be as much as 30% easily.
Most mobile Radeon 4650s have DDR2 VRAM and the 4670s (same GPU die, just higher clocks) typically have either DDR3 or GDDR3 that is clocked a good deal higher than the DDR2 in the 4650. With the 4650 you can definitely see 3DMark06 scores of over 5000 marks, but with the 4670 (remember it's just higher clock speed) expect to hit close to 7000 on stock GPU and memory speeds. The desktop version can hit upwards of 8000 marks..........I would know, I used to have it equiped in my desktop.

the 4650 is better than the 9600 so you should be good just dont expect the best as you would get from 260m gts

Yeah i play at 720p medium settings in crysis and still get great frames. L4d and Resident Evil 5 I just totally max out, 1600 x 900 everything up

That's because Nvidia, in their infinite wisdom, decided to just bring out the old G92's and sell them as "GT 200M" chips
The 4650 is essentially similar to the desktop version, albeit with a lower clock rate and a lower power consumption.

I wouldn't say mobile graphics cards are "half the power" more like the processor on mobile devices are often clocked quite a bit slower and generally not as powerful as PCs thus bottlenecking is probably more rampant.

Yes it will. No DX 11 though because the card only supports DX10 and the PS3 only supports DX9 anyways. I reccomend getting COD4,5, MW2, and Resident evil 5 to start out with because I can tell you like shooters. Plus you can max these games out easily because they don't require much power.
