when i ran ati tool i set the settings too high and the computer froze. I restarted and loaded atitool and fuzzy lines showed up. I restarted again and waited until the system cooled. but now it finds artifacts at stock settings!? what is wrong? is my video card broken? should i stop overclocking? I used the catylyst overclocking tool after that but ati tool still finds artifacts on those settings as well.

Are you by any chance running Fraps or any other program that displays your FPS? If so, turn that off. Otherwise, your video memory might be going bad, or it could be a driver related problem.

the memory wasnt really overclocked. just 400 to 423 for memory and 500 to 675 for core and that was for a very short period of time

That shouldn't be a problem; a couple of small dots isn't anything to fret about.

Yeah, I've honestly never damaged a card by overclocking.
