400 just for the desktop or do you need monitor and stuff?

I have the same question as well. And when you say reliable, if you're only limiting what you're doing to minor stuff like MS word, and playing movies, then yes, you can get something reliable for that much.

Looking atapplications like that, I think a laptop or tabletwould probably be a better buy than a desktop, no offense

Anything from a tablet to a net/notebook would be suffice. Unless you found a computer on Craigslist. It doesn't have to be brand new for using those applications - even an older computer will run fun if it's not bogged down with programs/junk.

For a very basic desktop PC, just go to a Best Buy store or Walmart near you. There's quite a few prebuilts selling for less than $400. You can visit and try them out to see if they're to your liking. Newegg is best for enthusiasts and DIY-ers.

Several sub-$400 prebuilt PCs with monitor included.

All those things you mentioned my lowly netbook can do. So these desktops are more than enough.

For $349, one deal even includes an HP Touchpad tablet

Edit:

Actually, no. My bad. You still have to add the monitor separately. Still a good deal though.
