without a doubt its GTA EFLC my mods so far 160 real world vehicles 53 weapons including some from crysis and call of duty nitrous, hydraulics, neons, laguna seca racetrack high definition interiors in all cars, with first person and dasboard views slow-motion, telekenesis, gravity gun hd textures, graphics maxed out with 4aa, improved weather effects, realistic particle effects bodyguards, god mode and a thousand other things i cant list them all :) the graphics are amazing after you mod the hell out of it, gta's rendering engine has so much potential but the devs decided to do a lazy port
