oh 9 is free? whats the difference between 9 and 10? Garry's Mod 10 supports the Orange Box Source engine, so you can insert TF2 characters and play in the maps (assuming you own TF2). The interface also has a face lift, although it doesn't affect playability much.
The majority of the tools that you get in 10 are also present (sometimes in varying degrees) in 9, so you can always try 9 and then buy 10 if you really like it.
