Best monitor for a sub $200 price range?

I found this Asus IPS monitor for a great deal. Is it too good to be true? Also I've verified that it's not actually a 14ms response time but a 5ms.

well if you're going to do hardcore gaming, ips monitors are terrible, tend to have a lot of input lag.

5ms is rather vague and I would not take their numbers, it's usually wrong. 5ms refers to the ghosting which is not nearly as bad as input lag, they do not rate input lag, but all IPS monitors have more input lag than TN panels.
