Looking for a good RTS that is more about encomy and the building of a city or civilazation and less based on warfare. Anything like this that would be accesible to someone new to RTS games.
By RTS do you actually mean Real Time Strategy, or just a strategy game in general? Most RTS games are more action-focused, whereas if you're more interested in the economy and city building side of things you are far better off looking for a turn-based strategy game.
To answer your question, for RTS titles with less of a focus on the action I would suggest Dawn of Discovery or something in the Age of Empires/Rise of Nations series of games. If you want something a bit grander then I suggest Empire: Total War.
Dawn of Discovery will probably be your best bet if you're looking for building. It has some action, but it's geared more towards those who want to build an empire. It's pretty hard to master unless you use the charts some users post on the internet.
As for a real-time strategy game, go for Dawn of War II. Love the game.
age of empires 2 was my first, that should do well for you. or something not so warfare-based, you might want to look at the civilisation series.
Warcraft 3 man, Frozen Throne, great campaigns, great races, and the heroes give it a bit of an RPG twist, plus a great community/AMAZING mods ! It's also not that complex at all, and it'd be cheap to pick up !!

The game for you is Medieval: Total War II. It's a few years old but it still looks and sounds great. The entire premise of the game, is having a campaign map overlooking Europe, so that you can managed all your cities winthin your empire. You adjust taxes, build buildings, set up trade, make alliances and move armies. Warefare only arises when you attack or are attacked with an army. You can even choose to auto-resolve these battles, if you just want to focus on management.
