Let the Galaxy Burn is a great place to start for newcomers. It a collection of short stories involving the space marines and imperial guard.

another good one is souldrinker it tracks the gradual degrade of a space marine chapter into heresy.. the follow up books in their story arent all the great but the first is fantastic. i also highly recommend warriors of ultramar and of course... who can forget the timeless classic first and only.

Check out the Gaunts Ghosts books. Long runningseries of Imperial Guard. Also here is a good place to see what is coming out as far as WH40K novels.

If you want some humor injected into 40k then I strongly recommend a "Caiphas Cain:Hero of the Imperium" omnibus. Just don't read it before other 40k novels because otherwise, other 40k novels might seem fairly lower in standards. My opinion and experiences anyways.

The "Eisenhorn" omnibus is particularly good as well, giving further insight to the working of the Inquisition and packs a pretty sweet story.

"Execution Hour" is definitely my favorite. Packs some pretty damn good and well written action that is also a notch above most 40k books. Gives insight into a planet falling into Chaos(By the forces of Chaos no doubt) and the workings of space battles in the Imperium.

My favorite is the Soul Drinker trilogy by Ben Counter.
