Bioshock was running smoothly? What happened?

So I was playing Bioshock last night on my new laptop and it seemed to be running fine, but now I open it up and it stutters. Even when I turn down the graphics it still stutters. The specs of my computer should be more than enough to handle Bioshock. ATI 4670 1 GB, Core i7 720 processor, 6 GB of Ram, Windows 7 64-bit, what's the issue here?

It would be great if someone could help me optimize my performance, not sure what to do.

Try setting "Maximum Pre-Rendered Frames = 0" on your videocard control panel. Nvidia videocards has this option, ATI must have a similar option too.

above, stops the stuttering but locks the fps at around 30 fps with quite a bit of mouse lag

Try defragging 1st,since it was running smooth,it isn't your settings.You could also try disk error check that helps sometimes as well.
