Building a budget system, any advise?

I am building a budget system for internet surfing, music and low-intensity stuff like that.
I don't want to overkill or choose one strong component and leave the rest to bottleneck it, so any input will be good.
The person who asked me to build didn't specify the overall budget, only said what he is going to be using the computer for (again, internet, music and stuff life that, no heavy gaming or video editing :P)

I was thinking about a Phenom triple core 8650 and an asus M3A78-EM motherboard (which has a HD 3200 GPU) and 2GB ram

what do you think?

p.s. I dont live in the US so the prices are different

You don't specify what country you are in, but here is a decent budget build more that enough for what your friend wants. Just check the prices of components in your area;

CPU: E5200

Ram: 4gb 667mhz

GPU: hd4550

PSU: 400W Corsair

Rest of the stuff is down to personal preference.

You don't specify what country you are in, but here is a decent budget build more that enough for what your friend wants. Just check the prices of components in your area;

CPU: E5200

Ram: 4gb 667mhz

GPU: hd4550

PSU: 400W Corsair

i dont think u need 4 gb for a mid range computer 4gb ram is for a high end computer or extensive gaming computer also try to get atleast 650 W corsair brand power supply coz mayb in future if u wanna upgrade to a good gpu u can do it i actually did this and bought a less expensive psu and suffered and then had to get 750 W if u have no intensions of upgrading down the line then just buy 2 gb or ram (667mhz) if u just wanna surf and all

you really think i should add a dedicated GPU? this guy wont even watch movies on this machine the corsair PSU is a bit expensive, does enermax make good PSUs?

No you don't need a dedicated gfx card. It'll definitely be cheaper to get a micro atx board w/ onboard gpu, slap a c2d e5200 in it, 2gb's of memory, reasonable hard drive, and cheap power supply ~300w. I could probably build one for less than $300 usd.

Dedicated gfx isn't necessary by any means, but imo, who doesn't want to play a bit of L4D in their spare time ;). And despite what others have said, I would go for 4gb of ram over 2gb unless you are on a REALLY strict budget because more is better (load times, boot times etc) and ram is so cheap nowadays.

He said his friend won't even be watching movies on it let alone playing video games. The system is for surfing the internet, email, listening to some music and that's it. He wants it as cheap as possible. I just put together a build for a coworker of mine for $340 including a e7400, 2gb's of memory, 640gb hd, etc. It boots up quick, browsing windows is fast and it's more than enough power for just surfing the net and listening to some tunes. No need to spend more money if you don't need to.
