Yes it is safe but I would change a few things in your setup
1.) I would never ever get that PSU because of the quality andit doesn't even show the details of it in the specifications sections. And just look at all the bad reviews. Anyway, never skimp on a PSU. Always get one from a well known brand that is very high quality like this one ( I can almost garuntee this is even more powerful than the one you had on your list) -

2.) If your going to get an NVIDIA video card than don't get that motherboard as it is a waste of money since it supports CF but not SLI. This one is almost exactly the same but doesn't suppport CF and it's cheaper. -http://www.newegg.com/Product/Product.aspx?Item=N82E16813128359
3.) The model of that GPU has been replaced by the 216 core gtx260's which is more powerful but isn't necesarry( they are almost the same price though). You can look them up on newegg( I'm running out of space...lol)
4.) If you don't want an NVIDIA card then get this one as it is a bit more powerful but is less money and you could then keep ypour motherboard that you already had on the list and CF tehm in the Future( Then you would have to get a more powerful PSU then to be able to do that though.) -http://www.newegg.com/Product/Product.aspx?Item=N82E16814102801If you aren't on a monitor that has a resolution of 1920x1080 or more though you would be fine with this one for sure and still be able to max out almost all of the games( it's almost the same as the gtx260's just so you know) -http://www.newegg.com/Product/Product.aspx?Item=N82E16814102810
