So I'm looking to a custom rig from ibuypower that totals a little under 1k with an

IntelĀ® Core™ i5 750 Processor (4x 2.66GHz/8MB L3 Cache)

Liquid cooling

4 GB [2 GB X2] DDR3-1600 Memory Module

ATI Radeon HD 5670 - 1GB

and windows 7

I'd go out and build one from scratch but I just don't have the time. So those are the muscle of this thing, should I go with it?

no! $700 would get you a better PC. Phenom 555 + Radeon 4850
why do I like this combination so much? :P
Look at this one, just change the 5750 with a 5770.

Aside from gaming, movie effects(after effects), sound/music studio is what I'd use it for. Tbh, I can't go over 1k with the shipping too.

phenom II x3 and if you can squeeze in a sound card then audio editing will always be better with one of those.

Try skipping the liquid cooling and getting a nice card instead. The air cooling market is pretty full of fantastic coolers.

Alright I've switch a few things such as

AMD Phenom™ II X4 945 Quad-Core instead of i5

Dark Knight 120mm CPU Cooling Fan

System ATI Radeon HD 5670

Same amount of memory though.

I ran empire total war on my current rig with a pentium D, 1gb of 533hz ram, and geforce 7700gt. compared to the current, the future looks much brighter.

If you're spending a thousand dollars on a computer, you're really not doing yourself any favours by picking one of the weakest DX11 cards on the market right now. That Dark Knight cooler is pointless to get unless you're planning to overclock your processor. Judging by your decision to go pre-built, I'm assuming you're not, so I would suggest spending that money for at least a 4850/5750.
