Can anyone take a look and tell me how to fix this?

Here notice how the character model's change when i am distancing myself. If i put detail level on low this will not happen but things look really bad. I have this problem on GTA IV too. Other game that i have installed is Wanted but nothing similar happens. I have q6600 9600 GT 1g ram, 4 g ram, Abit IP-35 Pro, 700W power and Vista 64. This doesn't happen with the character models only, but with shadows too. I tried different video drivers with clean install. I tried recommended driver on Nvidia site, i tried some new beta driver, i tried 181.20 driver and it's the same.

Sorry if the video is large i used Fraps i had no idea how to make it smaller.

I can't download the file at the moment but if it's what I think you are describing then most games use smaller and less detailed textures at distance in order to save on resources and allow the developers to use larger textures close up. Sometimes these textures don't load fast enough for you not to notice the effect.

No, i'm pretty sure it's not supposed to be that way. And the video is only 50 mb the smallest i could do.

I doubt your problem has anything to do with video drivers. You've got a good CPU and plenty of RAM, your only setback is your video card. The 9600GT is more of a low end card - it'll run most games at somewhat decent settings, but it just isn't that great of a card for anyone that is more then a casual gamer. You also have to realize that GTA IV is not a well optimized game for the PC. Your GPU is most likely the culprit on the more demanding games like GTA IV. As long as you're not gaming at a resolution higher then 1440x900, you should do ok on most newer games. There will be exceptions, like GTA IV. If you feel you need to correct this problem, be ready to spend around $150-200 on a good low-high end GPU like the HD4870 1GB or the GTX 260. You might possibly do well with getting a GTS 250, I think they're priced around $130ish. The GTS 250 performs about 10-20% better then the 9800GT, which performs about 15-25% better then the 9600GT. The GTX 260 and HD4870 1GB are leaps and bounds past the 9600GT and make the 9800GT seems kinda slow. Just a suggestion.

The thing is Hitman 4 is an old game and it ran fine on my old crappy computer. There must be a malfunction with my new computer, would please someone just look at the video it's 50 mb please.

Ive upgraded to GTX 260 since posting this. Didn't really fix anything.

And yes im sorry i just typed upload in google and that site came up. Here i uploaded a new video of Far Cry 2, same problem as hitman...and most of the games. Just watch in HQ pls it's not really noticable on youtube.
