I've had this card for about 3 months now. Im just wondering if it can run SF4 in constant 59-60 fps.

Most likly depening on your RAM and CPU speed. I can play crysis with my 512mb 4870 at 30-40 fps with everything on high

I can run it @ 1920 x 1080p with all settings max including AA and AF, our cards are similar, the rest of my specs are in my sig. Oh and be sure to check out my review of SFIV in my profile. ;)

EDIT: Well over 90 fps I hit 149fps!
