Can games be installed drives other than C?

Sorry I'm new to this but I'de like to know if I can install games on a second and third drive such as d and e when windows is on c? or does it have to use c in any shape? This would be nice for my games and save files to stay on the secondary drives when its time to reformat. Then I assume if everything works a new reformated windows would recognize all my games and savefiles correct?

I always install game onsecondary driver. That's help pc run faster and fix any problem easier.

You should install game on other partition if possible. Notice, save files are usually on C driver. Some game don't run again after you format window but you can put save files into previous folder.
