Can GTA: IV run on low (at least) with decent frame rates with these specs?

I dunno, I think your Gfx card might not be up to it. The minimum is a 7900 and I think an 8400 actually performs worse than a 7600 gt.

You could upgrade your Gfx Card easily though.

Its no problem, you could invest in a better graphics card for fairly cheap, such as HD4770 or 9800GT :)

lets say you get one of those cards ether way you will probably have low frame rate since ur cpu is a.....very slow.

because i had a 2.13 intel core2dou, {bottleneck}

you will get around 21 fps and in certian areas maybe 12~18.

don't bother, might run but wont be worth playing, it will look worse than gta3 and run really bad. you need a 512mb 9600gt or better gpu for it to really run decently.

Sorry no and unfortunately upgrading graphics card will do you no good either as the game is pretty much dependant on a strong CPU for its performance and you CPU is so slow that even with a GTX280 would be like too slow, like 10FPS average.My friend even has a bit trouble running it well with x2 6000+ and 8800GT 512Mb

Mate to be honest you would just be better off buying a 360 console and just playing it on there. Because this game just isnt for PC at all. You would be saving a lot of money and effort. There is still some slow down on the 360 version but it would be a lot better then it would on your PC, and most other peoples PCs aswell.

the cpu doesn't pass the minimum, and the GeForce 8400GS is much worse than a 7900.

even if it did pass, that's not enough to get decent frame rates, which is what he wants.
