I have a nice TV I guess I could use to save money, don't have Windows for it though. What are my options?

This is a good build.

If you can afford it, I would sink an additional $20-30 into a better Power supply though. It's totally worth having a PSU that's a bit overrated for your needs.

Get yourself a $400 Dell PC with a good cpu and buy an RX480 graphics card for about $200.
