Maybe I can send it somewhere like bestbuy (Geek Squad). These are my specs but I want to upgrade my CPU to play more recent games. I'm currently running a 1.66 GHz CPU Speed. It's a Laptop. Toshiba Satellite Core 2 Duo 1.66 GHz 17-inch Widescreen Notebook

Even if ther was some way to do it I would bet on it voiding your warranty, which I could not consider worth it.

You can on alot of laptops but the cost is so high it really isn't worth it as sourcing them is difficult too.

You can do it BUT it's only owrth it if you can pick up a cheap CPU and can comfortably disassemble your laptop.

Plus you need a CPU that works with that particular laptop motherboard so the best way to do this is find the best CPU available for the model line of laptops your particular one is under.

TBH I wouldn't bother.
