A faster CPU would definitely help. Also GTA 4 seems to like video memory so while you may not be able to max every graphical setting, you should still get good performance.

You would max every graphical setting there is. But the vehicle density slider would be the only problem. Not that you need cars clogging up the road though.

Doesn't GTA4 prefer quad-core CPUs?

Not with 1GB of VRAM and a dual core CPU he ain't. GTA4 is the most unoptimized game on PC, even my rig can't max it out (if only because the game won't let me due to it's refusal to let you set the settings higher than it thinks your GPU can handle due to VRAM usage).

Yes he is. There are a ton of tweaks that let you bypass the limit that the game thinks you have. Go to gtaforums OP and gameguy if you seriously want fixes and advice about GTA 4 on PC http://www.gtaforums.com/?showforum=240

A better CPU might be needed.

Like others above me have said you will not be able to max out the game due to your CPU. It's true that GTA wasn't written that well for the PC but it does really benefit from a quad core. Maybe if you overclock your E8400 to 4.0 GHZ, either way the game will still run well.
