cannot remember the name of this game for the ilfe of me!!

Ok, all i can remember is that your on this big space ship thats in like the shape of a polo mint, and you have sections of this space ship that you can build stuff kinda like the sims. you can zoom in and out, and you have this british talking computer thing talking to you in the background. there are all different kinds of alien races and you can create forests and waterfalls and stuff in a seperate section of the ship... erm.. it has nice music in the background as well! i think this game was released around the year 2000 or something. i think it may be called utopia, but i dont know. i searched that and didnt come up with anything that looked like it.
