cant overclock much is it because of psu?

my psu sucks its a 420 W that says on the psu that it is 12V 20 A but online it says its 13 A. whenn i overclock a amd 3700+ to any more than 2.55 GHz it wont boot up. also sometimes when im playing a game i get a blue error screen and the computer restarts. is this because of power supply (hey it cost me 15 bucks!)? if so have any suggestions on sub 100 dollar psu's that will be good gor any game for the next year or so

I don't know if that's the reason for your failed overclock, it could very well be. Cheap PSUs can result in nasty component deaths.

Decent cheap PSUs, well, Coolermaster iGreen 500w is apparently quite good and fairly cheap. Though, youd' be best to save up and get a decent PSU from someone like Antec, Tagan, Enermax or Seasonic.

Probably not your PSU, it could be your RAM voltage, too much vcore or your motherboard can't handle it.
