Small form factor is preferred. All I need to put on it is Office 2007 and it must be able to play HD video clips (720p) without stuttering. Anyone have any suggestions? It must be under $350.

You could even list a configuration from Newegg or something. But it must not exceed $350 under any circumstances. I'm actually looking for under $300 if possible but I'm finding that rather difficult.

Realistically almost anything you buy at this point is capable of outputting 720p. Netbooks can do that. Give us something you're looking at, and we'll tell you whether it can do it. I'm pretty sure any configuration from Dell would be capable of doing what you want to do.

Just avoid Atom CPU's and some intel integrated GPU's.

What programs are you going to be using to play back the video? If it's not iTunes or something that doesn't support GPU acceleration, an ION-based PC would be fine, whether it's a Revo or one of Zotac's. They don't have disc drives, though. The Dell Zino is also worth a look, but to get it capable of playing HD videos will probably push it over your price limit.

I suggest a cheap Intel i3 setup, the built in graphics chip is perfect for HD movies.

my 2 cents

EDIT: get a good cpu cooler and you can get it to 4GHz (JigglyWiggly_ did it); the motherboard has a PCIe 2.0 slot if you wanna add a video card; the RAM is DDR2 unfortunately but shouldn't matter much; the Hard Drive has 500GB (I think its a good size).
