I'm looking for a rather inexpensive (perferrably sub $75, but I can go a tad higher if needed) stable, overclockable, socket LGA 775 motherboard that supports C2D processors. I was going to pick up an e4300 or e6300, slap a decent heat sink on it, and OC the heck out of it. I'm not looking for any fancy features, either. As long as it has a PCI-E bus that runs at speeds of at least 8x, I'll be happy.

Any suggestions?

An E4300 and the Gigabyte 965P-DS3 are quite possibly the greatest overclocking combination ever.

It's slightly out of my budget... I'll see if I can make it fit it in.

If I can't get that in there, are there any cheaper motherboards that overclock rather well?

You'd be REALLY limiting yourself if you miss out on the DS3's overclocking prowess. Maybe you should wait for the price cuts or the Pentium E series?
