Civilization V Start Up Issues

I installed Civ5 this morning and I click on DirectX9 start-up and it says "Civ 5 has stopped working, a problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available"

I uninstalled, reinstalled, and same issue comes up

My computer has the following Specs

I had the same problem when i played the demo a few months ago. To fix it start the game in windowed mode and it should work. Then set your full screen settings in the options. You don't have to start it windowed every time, just the first time. It should work normally after that.
