ahha! maybe I should clean mine as well, been 6 months since last time I had it openedI can't advise on which case to buy.
But I usually clear all the dust from the case when I notice it getting dusty, or the temps start increasing. If the temps stay are still the same then I mostly can't be bothered.

Whether you do it once evey 2 weeks or every 2 months, you're probably still gonna use as much air. If it's every 2 weeks, it'll probably be a fast job using little air. If it's every 2 months, you'll probably be taking a bit more time to do it, using more air in the process.

I haven't bought a can of compressed air in awhile, but assuming this electric duster lasts several years, it's definitely a better buy (assuming one isn't afraid of taking PC outside)
I've got a Corsair 600T (white) it's an awsome case and I'm very happy with it but if I were to make the choice again I'd probably go for the 650D.
As for cleaning, I just take my pc to work. I have access to a full workshop dedicated to restoring electronics and machinery,after a fire or flood :D

You can use it inside. But if you are blowing dust around with anything, I recommend a facemask and possibly goggles ( no one likes dust in the eye :D ) But I recommend outside due to the fact that you aren't really keeping a clean environment both for yourself and your computer by using it indoors. Possibly you are also creating yourself more work when doing general cleaning of your workspace/room/etc.

Before I started using dust filters, I would just carry my case outside and use a small air compressor to blow the dust out of the case...whats better for cleaning the inside of a pc? an electric duster or a handheld vacuum cleaner?

They work just the same, but my fan grills aren't as obstructive as the plastic on those filters, so they're really easy to vacuum. my case is in a closet so it gets very little dust... but still some. I just give it a quick swish of air whenever I have it open... if I notice much build up of dust... there usually isn't much. I guess on average I have it opened up every 6-8 months or so replacing video cards or bad ram (had a bad stick a couple months ago).
Careful using compressed air, some liquid comes out with the air as you use it sometimes, so unplug the pc, discharge its power and don't turn it on for an hr or more to make sure any water left behind is evaporated... if you get some water into a pci or memory slot or cpu you may really do some weird damage if your put power into it right after.

You might find them in the same place where you'd find those replacement HEPA filters for air conditioners.

I would recommend using a can of compressed air rather then vacuuming. A vacuum can occasionally pull connections loose.
Yeh maybe an industrial vacuum cleaner.
I vacuum the outside fans (6 for my haf 912) at least once a week minimum. Also I vacuum my whole living room and apt at least once a week also. I air dust roughly every 3-4 months and I use a full can just to make sure.
I dare not vacuum the inside of my case just in case of static electricity. Nor do I take my case outside to air dust. I just elevate it so that it doesnt fly back into the case as much as possible and turn everything off. Im no where near a neat freak (that characterisitic belongs to my wife) but I like to keep my electronics clean and orderly.
I found some magnetic dust filters here and I think i can put them on some of the case fans. but how do I put them on the fan?
